Mark asks... **Last minute try disallowed as TMO was asked to look at possible obstruction. This was requested when there had been 4 phases after the incident. After the Tom foley/Barnes decision in the World Cup I thought this had been sorted. Ref can’t site ignorance because a Connacht player is clearly seen mentioning “phases.”** Hi Mark, good question to clarify the current TMO protocol. You are correct Match Officials are not allowed to make decisions that are not within the TMO protocol. This was reiterated by all competitions post the incident in the Rugby World Cup 2023 Final. However, post Rugby World Cup 2023 there was adjustments made by World Rugby to the TMO protocol which are also applicable to the URC competition. It is best illustrated in the table below with 3 categories of what can be reviewed when by the match officials and TMO.

In this instance, there was a clear act of obstruction in general play, as you may be aware obstruction is part of the Foul Play Law and is within the foul play category of the TMO protocol. The number of phases is irrelevant and does not apply in this case of foul play. The match officials correctly reviewed the foul play obstruction which happened after the last restart of play.
